Provinces in obedience to our former instructions to offer rewards and endeavour to trace these rebels. If any one, whether he be one of the gentry, or merchant or scholar or a commoner can secretly arrest Hong Yau Wai and Leung Kai Chiu and bring them to trial, he shall receive an extraordinary reward. These rebels must be brought to justice, so that the laws of the Empire may be enforced. If, however, it is impossible to arrest them alive a handsome reward will be given to any person who can devise means to destroy them and who can procure actual proofs (that they are dead). In conclusion although evil reports may incite some people, loyal Ministers and filial sons will not tolerate them, and although the institutions of the Empire may be liberal, the lawlessness of rebellious ministers and seditious subjects can never be forgiven.
